The seminar was attended by 62 representatives from 27 Member States and Croatia and Turkey along with five representatives of the European Commission.

Fiscalis seminar on the EMCS information system (Excise Movement and Control) designated for monitoring movements of excise goods under suspension arrangement was held in the hotel Union in Ljubljana from 21 to 23 September 2011.

 

The seminar was organised in plenary sessions and workshops. Discussion covered three main topics: preparing for the introduction of the third phase of the EMCS project, amendment of Council Regulation No 2073/2004 concerning administrative cooperation in the field of excise duties and the impact of this change on the organisation of administrative cooperation between Member States and the first assessment administrations of the Member States relating to the use of EMCS applications. 

 

The seminar was attended by 62 representatives from 27 Member States and Croatia and Turkey along with five representatives of the European Commission. Ms. Mateja Vraničar, State Secretary at the Ministry of Finance, welcomed the participants. The European Commission representatives and the participants evaluated the seminar extremely positively in both professional and organisational aspects. A common position was that the EMCS system had been successfully introduced in all Member States and no major problems with the migration to a new phase of system in early 2012 were expected.
